Assam Elections 2026: Congress Promises Cash Support for Women, Health Cover in ‘Five Guarantees’ Plan

In a major push ahead of the upcoming Assam Assembly elections, Mallikarjun Kharge has unveiled the Congress party’s “five guarantees,” focusing on welfare schemes, financial support, and social justice. The announcement was made during a rally in Naoboicha in Lakhimpur district, where the party outlined its vision to attract voters across the state.
With elections scheduled for April 9, political activity has intensified, and parties are stepping up efforts to present their agendas. The Congress strategy revolves around direct financial assistance, improved healthcare access, and addressing long-standing social issues.
What Are the ‘Five Guarantees’?
At the center of Congress’ campaign is a set of five promises aimed at different sections of society. One of the headline proposals is a monthly financial assistance scheme for women, which aims to provide consistent income support and improve household stability.
In addition to this, the party has promised:
- Monthly cash transfers for women beneficiaries
- ₹50,000 financial aid for women entrepreneurs to start or expand businesses
- Cashless health insurance coverage of up to ₹25 lakh for every family
- Land ownership rights (pattas) for around 10 lakh indigenous people
- Monthly pension of ₹1,250 for senior citizens
Kharge emphasized that these guarantees are designed to strengthen economic security and ensure inclusive development across Assam.
Focus on Women and Welfare
The proposed cash assistance scheme for women is being positioned as a key electoral promise. According to Congress, the initiative will empower women financially, support families, and encourage participation in economic activities.
The additional ₹50,000 assistance for women entrepreneurs is aimed at boosting small businesses and self-employment opportunities, particularly in rural and semi-urban areas.

During his speech, Kharge also launched a sharp critique of the ruling Bharatiya Janata Party government in Assam. He accused it of corruption and misgovernance, alleging that public resources were being misused.
He also targeted Chief Minister Himanta Biswa Sarma, questioning leadership changes after the 2021 elections and raising concerns about governance and transparency.

The elections for the 126-member Assam Legislative Assembly will be conducted in a single phase on April 9, with vote counting scheduled for May 4 under the supervision of the Election Commission of India.
In the previous election, the BJP secured 60 seats and formed the government with support from its allies. This time, the Congress is aiming to regain ground by focusing on welfare-driven promises and targeted benefits.
