Malaysian Prime Minister Anwar Ibrahim, who is in India for the BRICS summit, refused to consider Pakistan a terrorist-sponsoring country. Pakistani leaders are viewing this statement as a major achievement. In an interview, Anwar Ibrahim was questioned about Pakistan's involvement in the Pahalgam terrorist attack. In response, he said there is no evidence that the terrorist attack in Pahalgam was sponsored by Pakistan. Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari has responded to this.

Praising Anwar Ibrahim, Bilawal Bhutto said, "New Delhi has now been exposed internationally. The truth is that India started the war based on lies. India must now fulfill its commitments made at the time of the ceasefire and agree to discuss all issues with Pakistan so that together we can bring peace, prosperity, and stability to our region."

In an interview with NDTV, Anwar Ibrahim stated that Malaysian security agencies had not informed him of any involvement of the Pakistani government in terrorism. The Malaysian leader was also asked whether Israel's actions in Gaza constitute state terrorism. He answered in the affirmative, calling it state-sponsored terrorism. He said, "The issue of Gaza or Palestine is not a new issue. This war has been going on for 70 years, even without Hamas."

BRICS condemns Pahalgam attack

In the New Delhi Declaration issued during the 18th BRICS Summit, PM Modi strongly condemned the terrorist attack in Pahalgam on April 22, 2025. It called for a zero-tolerance policy against terrorism in all its forms and manifestations. The Declaration emphasized action against cross-border movement of terrorists, terrorism funding, and those providing safe haven to terrorists. BRICS countries stated that terrorism should not be associated with any religion, nationality, civilization, or ethnic group. They also called for holding those involved in terrorist activities and those who support them accountable and bringing them to justice under relevant national and international laws.

Counter Terrorism Action Plan in BRICS

The Declaration welcomed the activities of the BRICS Counter-Terrorism Working Group and its five sub-groups. It also expressed commitment to further strengthen cooperation against terrorism based on the BRICS Counter-Terrorism Strategy, the Counter-Terrorism Action Plan, and the BRICS Counter-Terrorism Working Group Position Paper. BRICS countries pledged to move forward in deepening cooperation against terrorism and called for the early finalization and adoption of a Comprehensive Convention on International Terrorism within the framework of the United Nations.
