Central government employees have received a major update on the 8th Pay Commission. Employees' organizations have asked the commission to increase the minimum basic pay to ₹69,000 and set a fitment factor of 3.833.

Why is the focus on a minimum salary of ₹69,000?

Currently, central government employees receive a minimum basic salary of ₹18,000 under the 7th Pay Commission.

The National Council-Joint Consultative Machinery (NC-JCM), which represents central government employees, has proposed a minimum basic pay of Rs 69,000 under the 8th Pay Commission.

The proposal also links the new minimum pay to a fitment factor of 3.833. The calculation is simple:

Rs 18,000 × 3.833 = approximately Rs 69,000

Therefore, if the Commission accepts the proposed factors, the minimum basic pay could rise sharply from Rs 18,000 to around Rs 69,000.

What is the fitment factor?
The fitment factor acts as a multiplier when the government makes changes to the basic pay.

For example, the 7th Pay Commission used a fitment factor of 2.57. The government then increased the minimum basic pay from ₹7,000 to ₹18,000 under the 6th Pay Commission.

Now, employee organisations want the 8th Pay Commission to use a much higher factor of 3.833.

However, employees should remember that this figure is still a requirement. The Commission and the government have not approved it as the final fitment factor.

Why are employees demanding a 3.83 fitment factor? The NC-JCM has linked its salary proposal to rising inflation and family expenses.

The organization has proposed considering five family units when calculating the minimum wage. It also outlined its demands, including food and other daily expenses.

Apart from this, NC-JCM has also demanded 6% annual increment at the time of 8th Pay Commission.

Will the minimum basic pay definitely be Rs 69,000?

The ₹69,000 figure comes from demands from employee organizations. It does not reflect the final salary announced by the government.

How did the minimum basic pay increase earlier?

The minimum basic pay has increased significantly over successive pay commissions.

Under the 6th Pay Commission, the minimum basic pay was ₹7,000. The 7th Pay Commission increased it to ₹18,000.

Now, NC-JCM wants the 8th Pay Commission to increase the minimum basic pay to Rs 69,000.

Meanwhile, pensioner organizations have also put forward their proposals. The Bharat Pensioners Samaj recently suggested a minimum pension of ₹45,000 and also supported a 3.83 fitment factor.

The 8th Pay Commission has begun the process of consulting employee and pensioner organizations. Therefore, several salary and pension proposals are now in focus.

The biggest question for employees is the final fitment factor. If the government adopts the proposed 3.833 factor, the minimum basic pay could reach around ₹69,000.
