Starting January 1, 2027, the SIM-binding rule will apply to apps like WhatsApp and Telegram. Learn how this will affect those using WhatsApp without a SIM card. What will happen to eSIMs, iPhones, and WhatsApp Web?
WhatsApp SIM Binding
If you use WhatsApp or Telegram on a phone that doesn't have the SIM card used to create your account, be careful. The government's SIM-binding rule will come into effect on January 1, 2027. After this, these apps will only work if the phone has the same SIM card used to create your account. If the SIM card is removed, disabled, or changed, the app may stop working.
What is SIM binding after all?
Simply put, SIM binding means tying your WhatsApp account to your SIM card. Until now, once you verified your number with an OTP, the app would continue to run even if you removed the SIM. Many people used to use WhatsApp on older phones using Wi-Fi alone. This will no longer be the case with the new rules.
The app will periodically check if the SIM is in the phone. If the SIM isn't found, the app may crash. Fortunately, this won't delete your old chats. Once you reinsert the SIM, the app will resume working.
Why is the government bringing these rules?
The Department of Telecommunications (DoT) says that fraudsters were taking advantage of this vulnerability. They would verify an Indian number once and then defraud people from the same account while sitting abroad.
Accounts remained active even after the SIM card was removed or deactivated. This was frequently seen in digital arrests, calls posing as government officials, and similar scams. SIM binding would link each account to a single KYC-compliant SIM, making it easier for fraudsters to reach them.
Which apps will it apply to?
WhatsApp, Telegram, and Signal are covered by this rule. The government initially also sent notices to Snapchat, ShareChat, JioChat, Josh, and Arattai, but now it's reported that Snapchat has been exempted from this rule. Signal, however, has not yet responded to the government's notice.
What will happen to those with eSIM?
Nowadays, many phones don't have a plastic SIM card, but instead have an eSIM. This is digitally embedded within the phone. These users are wondering if their WhatsApp will be disabled. According to reports, this won't be the case. If the phone has an eSIM, it will still be considered a SIM card, and WhatsApp will continue to function. However, the government didn't specifically mention eSIM in its statement.
Those with an eSIM must keep one thing in mind. While the plastic SIM can be removed and inserted into another phone, transferring the eSIM to a new phone requires a transfer from the telecom company. This means that if you buy a new phone, WhatsApp may not work until the eSIM is activated.
On the other hand, eSIM can be beneficial for those traveling abroad. Even if you plug in a second SIM for local data, the Indian eSIM can remain in the phone.
What will happen to iPhone users?
Implementing this rule on the iPhone was considered the most difficult. According to sources, Apple has made the necessary changes to iOS. A software update in September now allows the iPhone to detect whether a SIM is inserted. However, Apple itself has not yet commented on this. Meanwhile, WhatsApp has already begun testing it on Android phones.
Relief for those using WhatsApp Web
Previously, WhatsApp Web, running on a computer, would automatically log out every six hours. This was a major inconvenience for office workers. The government has now removed this rule. Logout will now only occur if an account is suspected of fraud.
The date has been postponed several times.
The DoT issued this order on November 28, 2025, and companies were given 90 days. This meant the work was to be completed by February 2026, but the companies and Apple cited technical difficulties and requested more time. The deadline was subsequently extended to December 31, 2026. The rule will now take effect on January 1, 2027. Apps that fail to comply could face action under the Telecom Act 2023.
What should you do?
If you have two phones and use WhatsApp on the phone that doesn't have a SIM, prepare now. Insert the SIM card used for WhatsApp into the same phone you use. Also, make sure your SIM card is active and doesn't run out of recharge, as the app can stop working even on a dead SIM. Those with an eSIM card should arrange for an eSIM transfer before changing phones. Those traveling abroad should ensure their Indian SIM card isn't disabled.
Not everyone has the same opinion.
The government is calling this a major step to curb fraud, and telecom companies have welcomed it, but industry organizations like the Broadband India Forum say the rule goes beyond the scope of the law. A survey also found that most individuals and small businesses believed it could impact their daily operations.
